Instagram to join the club?

Sadly Iranian are facing trouble to login to their accounts with Two Step verification on Instagram. They will not receive SMS from Facebook servers.

At first glance I thought it's blocked from inside the country, but later I figured out that I cannot create an account with an email address ending with '.ir' (Islamic Republic of Iran's Top Layer Domain Name Servers). If you try to register with an IR email, your account will be banned immediately after registration! It means they will not send you a verification email, and they'll show you an 'It looks like your account has been disabled. We disable Instagram accounts that don't follow our Terms of Use' (such as posting children abuse content!) error. And if you try to register same username with another email, they'll show you 'Username already registered' error.

There were some Twitter users which called Iranian mobile operators, and they confirmed that they didn't put Facebook's SMS Servers in their black list.

So, I want to ask the famous question once again: Is Instagram blocking Iranians because they think we are terrorists?
